Milwaukee’s Chief of Police says what needs to be said, and what nobody else is saying, about the nation-wide push to release state prisoners before their sentences are served:
“Getting into prison is not easy,” Milwaukee Police Chief Edward A. Flynn said in an interview. “You’ve got to get locked up and convicted a lot of times before we get you prison space.
